For Standard Outlook:

To report a Phishing email, select it from your mail list, then click on the Phish Alert Report button.

A confirmation window pops up:

For the New or Web Versions of Outlook:

To report a message, select it from your Inbox, then click on the Phish Alert Button on the message header.

The Phish Alert Side bar appears to the right side of the email:
